Malaysia proposes mandatory compensation for drunk and drug-driving victims
Prime Minister and Finance Minister Anwar Ibrahim announced proposed amendments to the Road Transport Act as part of Budget 2027. The measures aim to mandate that drivers found to be under the influence of alcohol or drugs must pay compensation to their victims.
To improve road safety, the government plans to introduce telematics systems for commercial vehicles to monitor speed, location, and risky driving behavior. These systems may also be linked to alcohol detection devices. While implementation will remain voluntary until 2027, the government is working to develop a driver database to support enforcement.
Road safety experts, including Associate Professor Dr. Law Teik Hua from Universiti Putra Malaysia, have noted that while the compensation mandate is a positive step to ease the financial burden on victims' families, the government must establish clear implementation mechanisms. Experts suggest considering flexible payment methods for offenders unable to pay in full and emphasized that enforcement should prioritize prevention alongside punishment.
