Malaysia to centralize bunkering permit approvals by 2027
Malaysia's Ministry of Transport (MOT) will become the lead agency for approving bunkering licenses and permits starting February 1, 2027. Transport Minister Anthony Loke Siew Fook announced that the ministry is developing a ‘single window’ system to centralize these processes, aiming to reduce approval times from several months to just a few weeks.
The reform is intended to boost the competitiveness of Malaysia's maritime sector and support its goal of becoming a major Asia-Pacific bunkering hub by 2030. By providing a single point of accountability, the ministry seeks to ensure consistent decisions regarding safety, fuel quality, and environmental protection.
Additionally, the government is prioritizing ‘green bunkering’ to meet International Maritime Organization (IMO) targets, such as the 2030 Carbon Intensity Goal and the 2050 Net-Zero emission target. This includes developing infrastructure and standards for alternative fuels, including methanol, liquefied natural gas (LNG), and ammonia. Malaysia is currently collaborating with Australia on a Green Bunkering Roadmap to prepare for these technological shifts.
