Malaysia to implement gender-responsive governance study by 2027
The Ministry of Women, Family and Community Development (KPWKM) aims to complete a Gender-Responsive Governance study by mid-2027. Minister Datuk Seri Nancy Shukri stated during a parliamentary debate that the study, conducted through the Women's Development Department, seeks to strengthen gender-responsive approaches in the planning, implementation, monitoring, and evaluation of government policies and services.
The study will assess agency readiness, identify implementation gaps, and analyze local and international best practices regarding Gender-Responsive Budgeting (GRB), Gender Impact Assessment (GIA), and Gender Audit (GA). The goal is to produce a standardized, evidence-based implementation framework and policy recommendations to support a phased action plan by 2030.
To ensure public spending effectively promotes gender equality and citizen well-being, the ministry will utilize detailed gender-disaggregated data. KPWKM is prepared to collaborate with the Ministry of Finance and the Ministry of Economy to examine the phased implementation of Gender-Responsive Budget Statements before expanding them to other agencies.
