Malaysia to implement MLFF toll system to track evaders
The Malaysian Ministry of Works plans to implement the Multi-Lane Free Flow (MLFF) toll collection system to combat toll evasion. Minister of Works Datuk Seri Alexander Nanta Linggi stated that the system will help identify motorists who bypass toll payments, facilitating the tracking of offenders and the processing of claims against them.
The Ministry, through the Malaysian Highway Authority (LLM), will monitor toll systems nationwide. Current efforts include the use of Automatic Number Plate Recognition (ANPR) technology to reduce congestion and improve efficiency. Future implementation of MLFF is expected to incorporate artificial intelligence (AI) to further enhance detection capabilities.
Toll evasion remains a persistent issue. For example, operators of the Kuala Lumpur–Karak Highway and East Coast Expressway Phase 1 (LPT1) reportedly lose over RM20,000 annually due to these activities. One service provider reported approximately 3,000 evasion transactions per year, averaging eight cases daily. Under the Federal Roads (Private Management) Act 1984, individuals convicted of toll evasion face fines between RM2,000 and RM5,000, or up to one year in prison.
