Malaysia's Chief Registrar faces scrutiny over e-Jamin bail system
The Office of the Chief Registrar of the Federal Court (PKPMP) has been called upon to explain findings from the Public Accounts Committee (PAC) regarding the e-Jamin bail payment system. The PAC reported that the system, which has operated in 192 courts since 2020, functioned for five years without a formal government contract, appointment letter, or official agreement.
According to the PAC, the system is operated by Dapat Vista Sdn Bhd. Findings indicate that out of a RM193.71 million security deposit balance as of December 31, 2024, the company invested RM130.8 million in its own name, earning between RM4 million and RM5 million in annual interest.
Law and Institutional Reform Minister Datuk Seri Azalina Othman Said stated that because the governance of e-Jamin falls under the judiciary's jurisdiction, the Chief Registrar must provide an official response. In response, the PKPMP stated it has been working with relevant agencies to address these issues since January 2024. The office noted that the system continued to operate under an exemption from the finance ministry to prevent the disruption of judicial services. The PKPMP expressed commitment to complying with accounting rules and the Federal Constitution while addressing the PAC's recommendation to reduce reliance on private vendors for bail money management.
