Malta introduces childcare restrictions for third-country nationals

The Maltese government has announced measures in Budget 2027 that will restrict access to the free childcare scheme for certain third-country nationals (TCNs). Under the new rules, children already benefiting from the scheme will retain their entitlement, but new applicants who are non-EU nationals without long-term residency will no longer qualify.

Equality and Civil Rights Minister Rosianne Cutajar confirmed that pregnant TCNs already living in Malta will be exempt from these restrictions and will continue to receive free childcare. This decision follows discussions between government ministries aimed at addressing concerns regarding the impact on vulnerable families. Additionally, children already registered for childcare but not yet attending are expected to be covered by transitional arrangements.

Donha Muscat, CEO of St. Paul’s Institute, warned that the policy could place significant financial pressure on working families and create operational challenges for childcare providers. Muscat noted that private fees may force some parents to reconsider their employment and that uncertainty regarding future enrollments could complicate staffing and service planning for childcare centres.
