A dispute has emerged between the Water Resources Department (WRD) and the Fisheries Department in Tamil Nadu regarding the construction of the Mamallan Reservoir in Chengalpattu. Allegations suggest that construction of the drinking water reservoir has proceeded without obtaining the necessary No Objection Certificate (NOC) from the Fisheries Department.

Approximately 30 percent of the project is already complete. The reservoir, spanning 5,161 acres in the Kovalam sub-basin, is designed to hold 2.25 thousand million cubic feet of water annually to bolster Chennai’s water supply. However, the Fisheries Department has withheld approval, citing a need for more data to assess the potential impact on the environment and the livelihoods of approximately 5,000 fishing families.

The WRD formally requested the NOC on July 21, several months after construction began. Government officials have noted that for coastal projects affecting local communities, obtaining prior clearance is a critical requirement.
