Manavgat business owner Burhan Doğan arrested after setting fire to sound system in protest of 840,000‑lira fine

In the Side neighbourhood of Manavgat, Antalya Province, Turkey, business owner Burhan Doğan (also reported as Burhan D.) protested an administrative fine of about 839‑840 000 TL imposed for excessive noise. He drove a vehicle loaded with sound‑system equipment to the front of the Manavgat municipal building, poured gasoline on the devices and ignited them, causing a brief panic. Municipal staff quickly extinguished the flames with fire‑extinguishing equipment. Police arrived, took Doğan for questioning and later transferred him to Manavgat Court, where he was remanded in custody on charges of deliberately endangering public safety. The municipality said Doğan has multiple prior convictions and is not a “victim‑small business” as some claimed. The fine was issued because the same violation had been repeated within three years; earlier penalties included a 232 264 TL fine under the Environmental Law. No injuries were reported.

Doğan shouted during the act, "Sorun olan şeyi çözdük, aldık ateşe verdik. Kendileri de rahatlasın biz de rahatlayalım" ("We solved the problem, we set it on fire. Let them be comfortable, we’ll be comfortable"). The municipality emphasized that the incident threatened public order and that legal proceedings have been initiated against Doğan and any accomplices.
