Manitoba launches study on Winnipeg rail bypass

The Manitoba government has launched a 90-day feasibility study to explore relocating freight rail traffic away from Winnipeg’s urban core. Premier Wab Kinew announced that former federal transport minister Lloyd Axworthy will chair the study, building upon previous relocation and renewal research initiated in 2024.

The proposed consultation will investigate a potential rail route along Manitoba Hydro’s southern transmission corridor, which would connect east to west along the Perimeter Highway. Proponents suggest that moving freight traffic around the city could increase efficiency, reduce interactions with residential areas, and free up land for housing, economic development, and green spaces.

The study will address three primary areas: the accommodation of rail operations while protecting Manitoba Hydro infrastructure, the potential relocation costs for railway companies and government partners, and the operational and commercial practicality of the plan. The process will involve collaboration with CN, CPKC, BNSF, municipal and Indigenous governments, and the business community.
