Manitoba teacher watchdog reports 94 misconduct complaints

The Manitoba Commissioner of Teacher Professional Conduct has reported hearing 94 misconduct complaints during the first 15 months of the office's operation. The report covers investigations conducted between January 2025 and March 2026 following the establishment of a new independent disciplinary system and teacher registry.

Of the complaints resolved by the end of March, four involved emotional harm, such as mocking students, and two involved physical harm. One instance involved a teacher lifting a student by their shirt, while another involved a teacher providing cannabis and alcohol to a high school student via social media. The latter teacher lost their teaching certificate. Other actions included five consent resolution agreements, three voluntary surrenders of certificates, and four interim suspensions.

Commissioner Noni Classen noted that while most teachers act with professionalism, the findings suggest a need for increased training regarding professional responsibilities and boundaries. Education Minister Tracy Schmidt stated that the registry and commissioner were launched to strengthen accountability and public confidence in the education system.
