Manitoba to Begin Independent Review of Child Welfare Funding Model
The Manitoba government announced it will launch an independent external review of the province’s Child and Family Services (CFS) funding and governance model. Families Minister Nahanni Fontaine said the review is intended to build a stronger system that keeps children safe, supports Indigenous‑led care, and respects Indigenous jurisdiction over child welfare.
The single‑envelope funding model, introduced in 2019, has never been comprehensively examined. Since 2023, the province has added more than C$77 million in annualized CFS funding. An external consulting firm will be selected through a competitive procurement process to lead the review, focusing on funding supports, financial management, oversight practices, and governance structures. The review is slated to start later in 2026 and run for about one year, with findings to be released publicly.
Southern Chiefs’ Organization Grand Chief Jerry Daniels welcomed the move but highlighted immediate fiscal challenges facing First Nations and called for short‑term solutions to improve outcomes for children in care.
