Mannheim extends residential misuse ban until 2031

The Mannheim city council has approved a five-year extension of the ban on the misuse of residential space, a regulation that will remain in effect until October 13, 2031. The measure aims to prevent the loss of housing by restricting the use of apartments for short-term holiday rentals, commercial purposes, or leaving them vacant for more than six months without authorization.

According to city administration reports, the regulation has successfully returned at least 95 apartments to the regular housing market over the past five years. This includes over 30 long-term vacant units and 65 units previously used for short-term guest accommodations. The city also credits its advisory services with preventing approximately 150 potential instances of misuse.

Despite these successes, the city faces ongoing challenges due to high construction costs and a shortage of available building land. A study by the GEWOS Institute for Urban, Regional, and Housing Research confirmed that Mannheim's housing market continues to be characterized by a shortage of living space. While the city intends to continue enforcing these rules, it noted that it will do so with reduced personnel.
