Mannheim Mayor appeals court ruling on municipal gazette publication

The Mayor of Mannheim, Christian Specht, has filed an appeal against a court decision regarding the publication of an article by city councilor Julien Ferrat in the municipal gazette (Amtsblatt).

The dispute originated after Ferrat attempted to announce a swinger party at the city hall. The city rejected his requests to publish the announcement in the official gazette twice. Ferrat eventually held the event in late August without authorization.

Following this, Ferrat wrote an article titled ‘Censorship in the Mannheim municipal bulletin harms democracy,’ which the city refused to publish, claiming it contained false information. While a lower administrative court in Karlsruhe initially ruled in Ferrat's favor, the Mannheim Administrative Court of Appeal has since stated that publication is not required due to time constraints. The court must now determine whether city council members have a fundamental right to subsequent publications in the official gazette.
