Separately, the municipality of Concordia in Argentina dismissed employee Gustavo Gutiérrez after an administrative investigation documented more than fifty days of unjustified absences. Evidence showed Gutiérrez worked at a downtown hair salon during his official municipal hours, violating municipal service obligations.
