Manuel Núñez Butrón Institute construction faces delays and budget surges
The construction of the Manuel Núñez Butrón Higher Technological Institute in Juliaca remains unfinished despite significant budget increases and years of delays. Originally scheduled to be completed in eight months starting in April 2022, the project has faced 14 extensions, stretching the timeline to over 1,600 days.
The initial budget of approximately S/ 18 million has surged to over S/ 62 million, a more than 243% increase. As of August 2026, the Regional Government of Puno has spent over S/ 52 million. While the physical progress of the infrastructure is reported at 98%, the facility cannot be used due to a lack of furniture and necessary equipment.
Administrative delays in procurement and a shortage of personnel to manage quotes have stalled the acquisition of essential goods required for licensing. Additionally, recent damage to the institute's exterior and access areas caused by a collapsed sewage network on Hipólito Unanue Avenue has raised concerns regarding safety and structural integrity.
