María Seminario criticizes rejection of emergency legislative powers
María Seminario, Peru’s Minister of Women and Vulnerable Populations, has criticized the Constitution Commission’s recommendation to reject the Executive branch's request for delegated legislative powers. Seminario described the potential refusal as “inhumane,” arguing that withholding these powers hinders the government's ability to implement urgent preventive measures against the El Niño phenomenon.
The Executive branch has requested authority to legislate for 120 days across eight key areas, including citizen security, administrative simplification, state reform, and El Niño prevention. Seminario emphasized that the decision does not merely affect the government, but directly impacts citizens—particularly in northern Peru—who require urgent protection against floods, plagues, and diseases.
In contrast, the Constitution Commission’s report suggests that the requested powers are too broad and that the Executive has not sufficiently demonstrated the urgency or necessity of such a delegation. The matter remains under debate within the legislative working group before proceeding to the Plenary.
