Marche municipalities seek to replace TARI with usage‑based waste tariff

Mayor Emanuele Petrucci of Mombaroccio, regional coordinator of Base Popolare, together with Roberto Gambelli of ORA! and civic association representative Davide Rossi, launched a proposal in Fano to end the current TARI waste tax and adopt a "tariffa puntuale" based on actual waste consumption. They argue that the TARI system leaves municipalities financially exposed, protecting the profits of the waste‑service operator Marche Multiservizi while forcing towns to set aside large reserves – for example, Mombaroccio’s payments to the operator rose from €373,000 in 2018 to €480,000 in 2026 and are projected at €500,000 in 2027. One in five residents effectively does not pay, adding roughly €100,000 annually to municipal budgets. Similar strains are reported in Fano, where the TARI accounted for €14 million in the 2025 budget with reserves exceeding €1.7 million. Municipalities also bear the cost of debt collection, recovering only about 30 % of delinquent amounts. The regional three‑year plan (2024‑2026) includes provisions for a consumption‑based tariff, but it has not been applied. The presenters urge local authorities to request the tariff shift, claiming it would reward waste reduction and relieve fiscal pressure on communes.
