Marco Rubio implements ‘Donroe Doctrine’ in Latin America

U.S. Secretary of State Marco Rubio is implementing the ‘Donroe Doctrine’ in Latin America, a strategy aimed at reducing the influence of non-Western competitors in the Western Hemisphere. This approach, outlined in the 2025 U.S. National Security Strategy, seeks to prevent adversaries from controlling strategically vital assets or positioning military forces in the region.

In Venezuela, the administration has moved to secure energy interests. Following the capture of former president Nicolás Maduro, the U.S. government reached a deal to take a 35-percent stake in North American Blue Energy Partners (NABEP). This company has been granted rights to develop oil fields containing an estimated 20 percent of Venezuela’s crude reserves, which are among the largest in the world.

Rubio’s diplomatic efforts have included visits to Colombia, Ecuador, and Peru to strengthen ties with allied governments. Analysts suggest these movements are also designed to influence regional political alignments, particularly regarding upcoming elections in Brazil, by emphasizing security cooperation and the fight against organized crime.
