Marine Le Pen proposes housing deregulation and construction reforms

Marine Le Pen, leader of the Rassemblement National (RN), has outlined a comprehensive housing platform centered on deregulation and increasing construction capacity. During her political speech in Hénin-Beaumont and in subsequent communications to real estate professionals, she identified three primary objectives: liberating construction, enhancing existing heritage, and facilitating homeownership.

To stimulate the construction sector, Le Pen proposes the removal or simplification of regulatory standards and the reduction of administrative delays. Her plan includes making public land available for developers and encouraging the conversion of vacant office spaces into residential units. Notably, she advocates for the abolition of the ‘zero net artificialization’ (ZAN) policy to grant municipalities more flexibility in land management, while claiming a commitment to preserving agricultural land.

Further legislative changes proposed include the repeal of the SRU law, which mandates social housing quotas for certain municipalities, and a revision of the Diagnostic de Performance Énergétique (DPE) energy rating system. Critics suggest these measures represent a shift toward prioritizing the interests of the construction and real estate industries by reducing environmental and social constraints.
