Maringá launches free racial literacy course

The municipality of Maringá, through its Secretariat of Youth, Citizenship and Migrants (Sejuc), opened registrations for a free racial literacy course that will kick off the project “Pacto: Maringá por um Viver Antirracista.” The course, aimed at public servants, third‑sector organisations, private‑sector leaders and social‑movement members, begins with a launch event and first lesson on Thursday, 6 May, from 08:00 to 12:00 in the Hélio Moreira Auditorium on the ground floor of the Paço Municipal. Registrations are online and free.

The curriculum will be delivered by Professor Delton Felipe, a specialist in racial equity, who will guide participants in designing, evaluating and implementing public policies that promote racial equality and combat structural racism. Sejuc secretary Sandra Franchini emphasized that the initiative seeks to embed anti‑racist commitments across all levels of municipal administration and to strengthen democratic participation.

The program also includes an overview of the concept of racial literacy, tracing its origins to sociologist France Winddance Twine and its Portuguese translation by psychologist Lia Vaine Schucman, to help participants recognize and dismantle entrenched racial biases.
