EU AI Investment: Mario Draghi proposes 100 billion euro fund

Mario Draghi has called for the European Union to invest 100 billion euros from its budget to de-risk artificial intelligence development. Speaking in Zurich, Draghi noted that the EU currently holds less than 5% of the world's AI computing capacity. To reach a 15% share by 2030—aligning with the EU's economic weight—an estimated 1.3 trillion euros in investment would be required.

In Italy, discussions are intensifying regarding the EuroHPC tender, which aims to establish up to seven AI Gigafactories across Europe. Italy is actively positioning itself to host one of these critical computing infrastructures to bolster European technological autonomy. Experts emphasize that such projects should be treated as national strategic priorities involving cooperation between large companies, universities, and research centers.

Data from the Microsoft AI Economy Institute indicates that generative AI adoption in Italy reached 31.4% of the population aged 15 to 64 in the second quarter of 2026. While this places Italy in the lower half of the top 31 economies using AI, it remains above the global average of 18.8%.
