Mario Frias amendments linked to irregular payments to shooting association president
Public funds from parliamentary amendments designated by Federal Deputies Mario Frias and Luiz Philippe de Orleans e Bragança were reportedly used for irregular contracts by a sports shooting entity. The Associação Nacional Rifle (ANR) received R$ 1 million through a promotion agreement with the Ministry of Sport to encourage clay pigeon shooting in Saltinho, São Paulo.
Approximately R$ 920,000—nearly 90% of the total amount—was transferred to two companies owned by the association's own president, Rafael Buscariol Zampaulo. The recipient companies, Company Thzt Security LTDA and Clube de Tiro Desportivo Red Neck LTDA, both list Zampaulo as a managing partner according to Federal Revenue records.
Invoices submitted to the Ministry of Sport indicate the funds were intended for personnel costs and equipment, including R$ 200,000 for automatic launchers, R$ 90,000 for 12-gauge ammunition, and R$ 62,400 for ballistic goggles. Additionally, one of the linked companies billed R$ 110,000 for shooting range daily fees and R$ 45,400 for shotgun rentals. These transactions appear to violate the principle of impersonality required by federal government partnership agreements.
