Mark Beall warns AI surveillance could create a China-like state

Mark Beall, the former AI policy director at the Pentagon, has warned that the expansion of AI-powered surveillance tools, specifically Flock automated license plate readers, could lead to a “China-like surveillance state” in the United States if strict regulatory guardrails are not implemented.

While acknowledging the significant benefits these technologies provide to law enforcement for criminal investigations, Beall emphasized the need for judicial oversight and clear rules to prevent the misuse of data. He noted that without technical and legal protections, there is a risk that tools intended for specific criminal tracking could evolve into systems for pervasive, everyday monitoring.

Public pushback has already emerged in some communities, with residents expressing concerns over privacy and potential law enforcement abuse. Some areas have seen physical resistance, including the destruction of camera poles and signs intended to block surveillance lenses.
