Mark Carney implements shifts in Canadian immigration and trade policy
Prime Minister Mark Carney has implemented significant shifts in Canadian domestic and international policy. Domestically, the administration has moved to reduce immigration levels, targeting 380,000 new permanent residents for 2026 and implementing sharp cuts to temporary resident and international student permits. The federal public service has also seen a reduction of approximately 22,490 positions from its 2024 peak.
In terms of environmental and energy policy, Carney has removed the consumer carbon tax, moved to repeal electric vehicle sales mandates, and delayed increases to industrial carbon taxes. The government has also signaled a willingness to allow a larger role for natural gas in the energy sector.
On the international stage, Canada is engaged in a trade dispute with the United States under Donald Trump. This period has been marked by significant labor market volatility; reports indicate Canada lost 41,700 jobs in August and an additional 68,000 jobs in September. In contrast, the United States reported the creation of 975,000 jobs during the same period since the trade tensions escalated.
