Mark Esper labels CLARITY Act a critical national security measure

Former U.S. Secretary of Defense Mark Esper has characterized the proposed CLARITY Act as a critical national security measure rather than just a financial regulatory framework. In an op-ed for the Financial Times, Esper argued that weak digital asset regulations provide opportunities for China and North Korea to undermine American financial influence and bypass U.S. supervision.

Esper highlighted that China is investing in state-directed payment systems to erode the central role of the U.S. dollar. Furthermore, he warned that current regulatory loopholes allow rogue actors, such as North Korea's Lazarus Group, to evade financial controls. He noted that the Act would leverage the Treasury's special-measures authority under Section 311 of the USA Patriot Act to combat these threats.

In the Senate, Majority Leader John Thune has filed cloture to bring the bill to the floor, with a key vote expected on September 15. The legislation has faced previous delays due to disagreements over moral clauses and regulatory scope, but Esper's involvement shifts the debate into the realm of geopolitics and national security.
