Mark Tyler Hilland receives conditional discharge for breach of trust
Mark Tyler Hilland, a 47-year-old former Vancouver Island RCMP officer, has been sentenced to a conditional discharge following a guilty plea to breach of trust by a public officer. The sentencing occurred in B.C. provincial court in Nanaimo on September 11, 2026.
The incident took place on July 2, 2024, when Hilland interacted with an Indigenous woman while on duty. According to court records, the interaction was described by Crown counsel as “negative” and one that “triggered traumatic memories from her past involvement in the sex trade.” After Hilland was called away to another police matter, the woman was propositioned by another individual. Later that night, Hilland visited the woman’s residence after she provided him with her contact information and door code, and the two engaged in consensual sex.
Judge Reginald Harris granted the conditional discharge, which includes 18 months of probation. This outcome means Hilland will not have a criminal record provided he adheres to the probation conditions. Crown counsel had previously sought a suspended sentence that would have resulted in a criminal record.
