Marosvásárhely Heat Insulation Program Faces Long Waitlist and Bureaucratic Delays

Marosvásárhely, Romania, is implementing a heat‑insulation programme for its multi‑apartment blocks, financed through a mix of national, regional and European Union funds. The city spokesperson Cristina Prutean explained that four financing streams are used: a local multi‑year programme, the 2014‑2020 Regional Operational Programme, the National Recovery and Resilience Plan (PNRR) and the Central Regional Programme, with EU contributions covering from 60 % up to 85 % of costs.

To date, 180 blocks (about 13 % of the city’s 2250 stairwells) have been insulated. In December 2024 the city approved funding for 24 additional blocks, but a long waiting list and procedural bottlenecks continue to slow the rollout, leaving many residents awaiting the upgrades.
