Marshall Gramm accepts suspension over HISA data fraud charges

Marshall Gramm, a prominent racehorse owner and economics professor, has accepted a provisional suspension following allegations of fraud and unauthorized access to confidential equine health records. The Horseracing Integrity and Safety Authority (HISA) charged Gramm with accessing approximately 4.5 million veterinary files via the HISA portal over a six-week period during the spring.

Under the terms of the agreement, which took effect on August 23, 2026, Gramm is prohibited from owning, controlling, or having any financial interest in covered horses. He must transfer ownership of his horses to other parties before they can race or perform official workouts. Additionally, he is barred from being present at any racetrack.

Gramm, who manages the Ten Strike Racing stable, stated he is working in good faith to return contest earnings and purse money. The suspension is an interim measure and does not constitute a final finding of guilt. Formal hearings regarding the fraud and impermissible access charges are scheduled for September 14 and September 16, 2026.
