Maryland Gov. Wes Moore signs amendment to put congressional redistricting vote on ballot

Governor Wes Moore signed House Bill 2100, a constitutional amendment that would place a question on the November 2026 ballot asking voters to clarify that Maryland’s constitutional standards for compactness and boundaries do not apply to congressional districts. The amendment passed the General Assembly with the required three‑fifths majority in both chambers and, although a governor’s signature is not required, Moore held a signing ceremony.

Republican leaders, including Senate Minority Leader Stephen S. Hershey Jr. and Rep. Andy Harris, warned the measure could eliminate the state’s sole Republican congressional seat and urged a swift legal challenge. The conservative watchdog Oversight Project filed a lawsuit claiming the amendment missed the July 1 deadline for certifying ballot questions and that lawmakers added language to override the deadline.

If approved, the amendment would give the Democratic‑controlled legislature broader latitude to redraw Maryland’s congressional map ahead of the 2028 election, potentially reshaping the state’s congressional delegation.
