Maryland Democrats focus on redistricting and legislative expansion ahead of elections
Maryland Democrats are intensifying efforts to pass Question 3, a constitutional amendment that would allow for the redrawing of congressional districts. While the amendment would not impact the 2026 midterms, it could potentially alter the state's congressional map, which currently includes seven Democratic-majority districts and one Republican-majority district.
In the state legislature, the Maryland Democratic Party has launched a ‘Contest Every Seat’ campaign. For the first time since 1974, the party intends to field candidates in every legislative race, despite long-standing dominance in the state. Experts note that many General Assembly contests remain uncompetitive due to geographic polarization, with Democratic strength concentrated in Baltimore and the D.C. suburbs, while Republican support remains centered on the Eastern Shore and western panhandle.
Separately, officials in the D.C. area are preparing for the possibility of federal agents appearing at polling locations. While the Department of Homeland Security has dismissed concerns of immigration enforcement at polls as ‘fearmongering,’ local leaders and advocacy groups are organizing legal responses to potential interference.
