Maryland legislators approve redistricting ballot measure

Maryland legislators have approved House Bill 2100, a ballot measure that would allow for new legal language regarding congressional maps. The measure was passed during an early August special session and will be presented to voters during the general election.

Supporters, including Governor Wes Moore and Senate President Bill Ferguson IV, state that the measure clarifies rules for potential future redistricting without currently moving any district lines. They frame the move as a way to give citizens a voice in the redistricting process following shifts in the legal landscape regarding the Voting Rights Act.

Opponents, primarily Republican legislators, argue the move is an attempt at mid-decade redistricting to gain partisan advantages. The Maryland Freedom Caucus has filed a lawsuit in Anne Arundel Circuit Court to block the measure, while other legal challenges have been filed in Dorchester County alleging violations of the state constitution.
