Maryland Legislature Calls Special Session to Vote on Redistricting Amendment

Maryland’s General Assembly will convene a special session from August 3‑5 to consider a constitutional amendment that would change the state’s congressional redistricting process. The proposal requires a three‑fifths vote in both the House and Senate and, if approved, would be placed on the November 3 ballot for voters to decide. Supporters say it clarifies rules after a 2022 court decision and would allow the legislature to redraw districts in a later election cycle.

Public testimony on the amendment is limited to 50 witnesses, each allotted two minutes, with sign‑up required by the preceding Friday. Democratic leaders describe the measure as a transparent, long‑term solution, while Republicans label it a partisan power play that could eliminate the state’s lone GOP‑held U.S. House seat. Governor Wes Moore backs returning the decision to voters, and any new maps would be reviewed by the Maryland Supreme Court.
