Maryland voters consider redistricting amendment via Question 3

Maryland voters are weighing Question 3 on the November midterm ballot, a measure that would change how congressional districts are redrawn. Currently, the state constitution requires legislative districts to be compact, connected, and of substantially equal population. While a 2022 judge's order applied these standards to congressional boundaries, Question 3 seeks to exempt congressional districts from these specific requirements.

If passed, the amendment would also grant the Maryland Supreme Court original jurisdiction to review redistricting plans, a shift from the current process where challenges must be made in circuit courts. Supporters, including Governor Wes Moore, argue the measure is a defense against Republican redistricting efforts nationwide. Critics and some advocates have expressed concern that the wording of the question may cause voter confusion.

Political implications include the potential for the Maryland General Assembly to redraw lines in a manner that could eliminate the state's only Republican-held congressional seat, currently held by Representative Andy Harris. Democratic leaders have held rallies to promote the measure, linking its importance to broader national political power struggles.
