Massachusetts Insurance Fraud Bureau reports enforcement trends
The Insurance Fraud Bureau (IFB) has released a report to the Massachusetts Legislature detailing long-term enforcement trends and emerging liability patterns. Since its investigative authority was expanded to all insurance lines in 1996, the IFB has recorded 106,707 referrals and initiated 25,255 case investigations. As of June 30, 2026, the bureau has submitted 4,965 prosecution referrals, resulting in 4,823 individuals facing court action, including 727 indictments.
Broadly, the insurance industry faces increasing challenges due to rising claims complexity and evolving fraud tactics. Industry estimates suggest that fraud occurs in approximately 10% of property and casualty insurance losses, costing American consumers at least $308.6 billion annually. Factors such as medical inflation, litigation pressures, and catastrophe activity are contributing to a more difficult operating environment for Special Investigation Units (SIUs).
