Massachusetts lawmakers debate competing energy bill strategies

Massachusetts lawmakers are currently debating two competing legislative strategies aimed at reducing household energy costs for residents. The House and Senate must reconcile different versions of an energy-affordability bill before it can be sent to Governor Maura Healey.

The House version of the bill proposes cutting $1 billion from the Mass Save energy-efficiency program. In contrast, the Senate version seeks to narrow the scope of the Gas System Enhancement Program, which manages infrastructure and pipe replacement. According to an analysis by the Massachusetts Municipal Association, the Senate approach could result in $1.46 billion in savings.

Both proposals aim to lower the surcharges customers pay on utility bills, though they differ in their long-term impact on the state’s approach to clean energy. The Mass Save program currently offers various rebates for energy-efficient upgrades, including air-source heat pumps, heat-pump water heaters, and smart thermostats.
