Massachusetts Senate passes energy affordability legislation

The Massachusetts Senate has passed S. 3143, an energy affordability bill designed to reduce costs for ratepayers while maintaining the state’s climate objectives. The legislation aims to deliver billions in savings by addressing several key cost drivers, including unnecessary fees, surcharges, and rate adjustments.

One major component of the bill involves allowing the state to negotiate clean energy contracts directly rather than using utility companies as intermediaries. This change is projected to save ratepayers up to $420 million by eliminating intermediary fees. Additionally, the bill seeks to mitigate seasonal price spikes during high-demand months, crack down on predatory sales practices by energy suppliers, and avoid expensive infrastructure projects that lack value for consumers.

Senator Sal DiDomenico noted that the legislation aims to prevent low-income residents from having to choose between essential needs like heat and groceries. He emphasized that the bill integrates efficiency programs and clean energy development with enhanced customer protections.
