Massimiliano Cencelli, a prominent official of the Christian Democracy (DC) party, has died in Rome at the age of 90. He is widely recognized as the architect of the “Manuale Cencelli,” a term that became a permanent fixture in Italian political vocabulary.
Though not a high-profile elected leader or minister himself, Cencelli developed a mathematical method for distributing political roles, ministries, and public office appointments. This system, which originated around 1967, ensured that government positions were allocated in strict proportion to the electoral weight and membership of various party factions and currents. This approach was designed to maintain stability and balance within the DC during the First Republic.
His method was so influential that the term “Manuale Cencelli” is still used by journalists and academics today to describe the proportional division of power and roles in political negotiations. Cencelli’s career included serving as secretary to Adolfo Sarti and collaborating with figures such as Nicola Mancino.
