Mathieu Raynal challenges World Rugby over new tackle law timing

Mathieu Raynal, the head of referees in France, has expressed strong opposition to the timing of new tackle laws introduced by World Rugby. Raynal noted that an agreement previously existed between various federations, World Rugby, and the EPCR stating that any new rules should be implemented during the July window.

Instead, these directives regarding specific tackle techniques—including cases where a defender places a knee on the ground before collision—were introduced only one month after the start of the championship. Raynal stated that French officials have already been officiating and sanctioning these specific actions for two and a half years, suggesting the rules are not fundamentally new to the French context but the sudden implementation is problematic.

Critics and officials express concern that the mid-season rollout may cause confusion for players, coaches, and referees, potentially leading to inconsistency in high-stakes matches. Raynal indicated that formal explanations will be sought from World Rugby regarding this breach of the established timeline.
