Mato Grosso adopts cash bonus scheme for civil servants meeting productivity targets

Governor Otaviano Pivetta of Mato Grosso signed Complementary Law No. 851, authorising the state government to create a monetary award for public employees who achieve set productivity goals. The legislation expands eligibility beyond career civil servants to include temporary staff and commissioned officials, as well as police officers. While the law opens the way for such bonuses, it does not specify amounts, deadlines or funding sources; those details will be set later by executive decree. The award is classified as indemnity compensation, meaning it will be paid as a temporary bonus and will not be integrated into base salaries, pension calculations, or social‑security contributions.

The measure is a preliminary step that gives the Mato Grosso executive the legal basis to design specific programmes for each secretariat, define target levels and allocate budgetary resources as it sees fit.
