Brazilian courts and audit tribunals issue multiple rulings on municipal management
Audit and oversight tribunals across Brazil have issued several rulings regarding municipal administration, fiscal responsibility, and public procurement.
In Bahia, the Tribunal de Contas dos Municípios (TCM-BA) recommended the rejection of 2023 accounts for the former mayor of Piraí do Norte, Ulysses Araújo de Menezes Veiga, citing insufficient education investment and excessive personnel spending. The tribunal also suspended a R$2.58 million bidding process in Ibicuí due to potential irregularities in financial qualification requirements.
In Mato Grosso, the Tribunal de Contas (TCE-MT) suspended a R$2.18 million tender for playgrounds in Sapezal due to suspected brand favoritism. Additionally, the court halted a bidding process and contract in Lucas do Rio Verde regarding the management of impounded vehicles, ruling that the municipality failed to provide valid justification for using a physical rather than electronic format.
Other regional actions include the TCE-RJ suspending a R$5 million contract in Rio de Janeiro due to suspected overpricing and mismanagement of educational software licenses. In Rondônia, the TCE-RO ordered an investigation into the management of social security funds in Ji-Paraná to protect public assets from high-risk investments.
