Brazil: Legislative and administrative reforms in MS and local municipalities
Various legislative and administrative developments are occurring across several Brazilian municipalities and the state of Mato Grosso do Sul.
In Mato Grosso do Sul, the Legislative Assembly (ALEMS) has been active with several key measures. The assembly approved a plan to amortize the MSPREV pension deficit, which involves scheduled state contributions extending to 2065 to address a R$ 6.34 billion liability. Additionally, lawmakers approved a project allowing hotels and similar establishments to assist women at risk of violence, though the final text makes these measures optional rather than mandatory. Other approved measures include guidelines for the well-being of education professionals and requirements for businesses to disclose laws prohibiting loyalty clauses in consumer contracts.
In Várzea Grande, the municipal government has moved forward with career and salary restructuring plans (PCCS) for health professionals and urban maintenance workers, including street sweepers. These plans include salary updates and functional progression rules, with staggered implementation planned for 2027 and 2028.
In São Caetano, an administrative restructuring is underway to reduce commissioned positions by approximately 10%, aiming to save over R$ 9.5 million annually. This reform also includes the replacement of the Municipal Controller with a new Secretariat of Transparency.
