Mato Grosso and Pernambuco swap judges in historic judicial exchange

The Tribunal de Justiça de Mato Grosso (TJMT) unanimously approved, on 23 July, the first direct exchange of judicial positions between two Brazilian states. Judge Raisa Tavares Pessoa Nicolau Ribeiro was transferred from the 1ª Vara de São José do Rio Claro in Mato Grosso to a court in Pernambuco, while Judge Eduardo Henrique Minosso moved from the Tribunal de Justiça de Pernambuco to assume the vacant seat in Mato Grosso. The decision relied on Constitutional Amendment 130/2023 and regulations of the Conselho Nacional de Justiça, and required that both magistrates satisfied criteria such as minimum service time, absence of disciplinary proceedings, compliance with CNJ performance goals and comparable court size. Administrative measures—including pension adjustments, seniority list placement and transfer documentation—were ordered to implement the swap.
