Santa Casa de Campo Grande president arrested in fraud investigation
The Ministério Público de Mato Grosso do Sul (MPMS) launched Operation Antidotum to investigate massive financial fraud and embezzlement at the Santa Casa de Campo Grande. The investigation has identified losses exceeding R$ 4.9 million.
Key findings include a medical record digitization contract that saw R$ 1.4 million diverted in its first year alone. Additionally, investigators found irregularities in contracts with the Santa Casa Health Operator, where approximately R$ 9.6 million was paid to companies sharing the same address as the operator—an address that was actually vacant. This specific segment of the scheme resulted in an estimated loss of at least R$ 3.5 million in 2025.
As part of the operation, authorities executed six preventive arrest warrants and 36 search and seizure warrants across Campo Grande, Dourados, and Goiânia. Among those arrested is Alir Terra Lima, the president of Santa Casa, along with five other individuals including members of the administration and business owners. The investigation also highlights that contracts and payments were systematically omitted from oversight bodies, such as the Santa Casa Fiscal Council and the State Comptroller General.
