Mauritius Cabinet approves Public Sector Reforms Bill

The Cabinet has authorized the Attorney-General’s Office to prepare the Public Sector Reforms Bill, a major legislative initiative proposed by the Ministry of the Civil Service and Administrative Reforms. The bill aims to reduce administrative delays, minimize bureaucratic obstacles, and enforce strict service standards across all government departments.

Under the proposed legislation, the Ministry of the Civil Service will serve as the central coordinating body for human resource management, administrative reforms, and public sector innovation. To address delays in handling civil service misconduct, the bill establishes a Central Disciplinary Service and an Administrative Committee to oversee disciplinary proceedings and ensure timely resolutions.

The reform also introduces localized grievance desks within every ministry to identify service failures and implement corrective actions. To increase transparency, all ministries and departments will be legally required to publish citizen service charters detailing their standards and commitments. Additionally, the bill seeks to overhaul promotion policies by prioritizing experience, performance, and continuous professional training.
