Mauritius updates gambling laws with new license categories

Mauritius has amended its Gambling Regulatory Authority Act under the Finance Act 2026, following presidential assent on August 12, 2026. The new legislation brings online gambling under the same legal framework as physical casinos and betting shops.

The law introduces three distinct license categories for interactive gambling: Business to Consumer (B2C), Business to Business (B2B), and ancillary provider licenses. To qualify for an interactive gambling license, companies must now be incorporated in Mauritius.

Annual fees are structured by license type: B2C operators pay €30,000 plus 3% of quarterly gross gambling yield, B2B operators pay €20,000, and ancillary providers pay €5,000. Additionally, a non-refundable €5,000 application fee applies to all applicants.

Starting March 1, 2027, new monitoring requirements will take effect, requiring operators to link their servers directly to the regulator for real-time oversight. The amendment also increases fines for violations to 400,000 rupees and introduces new anti-corruption and asset declaration rules for the regulator.
