Mayor Muriel Bowser Returns Unsigned DC Budget amid $837 Million Fiscal Gap

Washington, D.C. Mayor Muriel Bowser sent an unsigned fiscal 2027 budget back to the Council after council members restored funding for programs such as childcare subsidies, legal services and hospital graduate medical education. Bowser warned that using one‑time money to finance recurring programs creates an $837 million fiscal cliff for the next administration. She argued her own proposal closed a $1.1 billion gap through spending reductions, savings and use of prior‑year surplus, while the Council’s reversal adds a large burden.

The budget will still take effect on Oct. 1 after a congressional review period. Bowser, who will leave office in January, criticized the Council for “kicking the can down the road” and noted that part of the deficit stems from a recent federal workforce downsizing. Her likely successor, Councilwoman Janeese Lewis George, will inherit the district’s ongoing budget challenges. The mayor also highlighted progress on the new Washington Commanders stadium plan, which includes housing and retail components.
