Veracruz Governor Rocío Nahle Ends Bursatilization Debt for 199 Municipalities
Governor Rocío Nahle García announced the complete liquidation of the 2008‑origin bursatilization scheme that had burdened 199 Veracruz municipalities for nearly two decades. The state recovered 1.085 billion pesos locked in the trust and contributed roughly 500 million pesos, allowing the debt to be extinguished ten years ahead of its 2036 deadline. “Recuperamos el dinero. Hoy todos los municipios están liquidados; no tienen que pagar ni un peso,” the governor said.
The cancellation frees municipal shares of federal revenues, which will now be available for public works, infrastructure and services. Credit ratings for the state and its municipalities have improved, and Nahle urged mayors not to seek new borrowing, asking that any future credit proposals be approved by the state congress. Municipal leaders from across the political spectrum praised the move as a historic financial relief that will enable greater investment in local development.
The debt had originally amounted to over 2 trillion pesos in principal and interest, with municipalities paying more than 2.5 trillion pesos over the years, most of it in interest. Its termination is expected to boost municipal budgets and support infrastructure projects throughout Veracruz.
