The finance department has sent notices to roughly 17,000 properties, offering owners the chance to contest the assessment or claim an exemption if the home is their primary residence. To administer the program, the city added 24 staff members – 13 in the finance bureau and 11 in the Office of Administrative Tax Appeals.
