Mayors Babton Biondi and Andrezinho Ceciliano Named Brazil’s Innovative Mayors 2026

Brazilian mayors Babton Biondi of Rio Claro and Andrezinho Ceciliano of Paracambi were each awarded the “Prefeito Inovador 2026” title by the Rede Cidade Digital (RCD) at a digital‑cities forum in Teresópolis.

Biondi was recognized for modernising Rio Claro’s tax administration, including automated integration with the federal revenue service, state finance systems, municipal georeferencing, and a WhatsApp chatbot for taxpayer assistance. He said the award shows the city is on a path toward more transparent and efficient public services.

Ceciliano earned the award in the “Environmental and Climate Monitoring” category for installing seven climate‑analysis stations, deploying 24‑hour cameras at key flood‑prone sites, and dredging main waterways to improve flood resilience under the “Paracambi Mais Resiliente” program. He highlighted these measures as results of planning and investment, and noted upcoming rollout of a real‑time bus‑tracking app.

Both mayors highlighted the role of digital tools in improving municipal management and citizen services, reflecting a broader push for smart‑city initiatives across Brazil.
