Media regulators in Guinea and Togo issue administrative directives

In Guinea, the President of the Haute Autorité de la Communication (HAC), Boubacar Yacine Diallo, has requested that press associations submit financial reports regarding the use of 2025 subsidies. These reports must detail expenditures, committed amounts, and supporting documents to ensure proper management. This step is necessary to facilitate the administrative and financial follow-up required to request the 2026 media subsidies from the Ministry of Economy, Finance, and Budget. In 2025, the Guinean state provided a total subsidy of 3,633,345,000 GNF to private media and the Maison de la Presse.

In Togo, the Haute Autorité de régulation de la communication écrite, audiovisuelle et numérique (HARC) issued a statement regarding the arrest of two French journalists, Gaël Mocaër and Sébastien Perez Pezzani. The HARC stated it had received no accreditation requests for these individuals from France Télévisions or the journalists themselves, which is a requirement under Article 20 of the Press and Communication Code. The authority noted it was unaware of their professional status or planned filming activities in the northern part of the country and urged media professionals to allow the Togolese justice system to conduct its procedures independently.
